The Manual Ships Computer Interface (MSCI), is the official name given to the Script Editor built into X2 and X3. As the official name suggests, one of it's primary roles is to control the actions of the ships in the X-Universe. It is capable of much more, but it is safe to say that without the MSCI you wouldn't get very far into the XUniverse.
